The 'afterthought' is that an electronic coil could have been mounted to eliminate the points to aid in a sharper spark and easier starting. Now refill the oil to the correct amount/height. Remove the spark plug and rinse/clean it in some gas. If there is any build up, scrape it out and make sure the gap is correct.
Spin the engine a couple of times to actuate everything. If you see any oil at the spark plug hole, spray a small amount of gas through the spark plug hole and spin the engine to distribute the gas.

Reinstall the spark plug and put some gas in the tank. Remove the air cleaner, place your hand over the carb throat and spin the engine a couple of times. You will partially flood the engine, but this will thin any oil left in the cylinder and intake/exhaust ports.
Replace the air cleaner and try to start the engine as you normally would. You should have compression by now and the engine should be trying to run.
If it feels like it is still flooded, remove the spark plug again and spin the engine a couple of times with the throttle in the off position. Reinstall the spark plug after a few minutes and try to start the engine normally. It should run. It will probably be a bit rough and smoke, but this should pass once the oil burns away. If the engine still runs rough after the smoke clears, clean the spark plug again as it may be fouled.
